The 'dodgy' ticket sting

The parking attendant is meant to start the clock on his hand-held computer only when he is standing by an illegally parked vehicle. Then he has to observe it for five minutes before he can issue a ticket. Instead he starts the clock the instant he sees a driver stop. By the time he has arrived at the car two or three minutes may have elapsed, denying the driver the full five minutes.

Supervisor: "If you want to get them here you have to be dodgy.

I get there. I press my [button]. As soon as I walk up to it I've gained a minute or two. You're not allowed to do that. That's why it's dodgy. The rule is to stand beside the car and press 3."
